重庆地下空间控制性详细规划研究与实践

摘要：为进一步完善城市控制性详细规划编制内容，给城市地下空间系统化利用提供管理依据。以重庆市西永组团L标准分区地下空间控规编制试点为契机，在总结以往经验的基础上，结合西永城市新区发展规划，形成编制城市地下空间控规的基本思路和技术路线，并在重要地区地上地下一体化设计、地下空间控制指标体系、地下空间专项规划等方面进行总结，借以指导全市其它地区地下空间控规编制工作。 关键词：地下空间；控制性详细规划；技术路线

Research and Practice on Regulatory Detailed Planning of Underground Space

in Chongqing

Abstract：In order to further improve the content of regulatory detailed planning and provide the management basis for utilization of underground space, this paper researches and summaris an usual way and technical route for regulatory detailed planning based on the practice of Xi’yong L district in Chongqing. After analysis various restrictive conditions, the development of underground space have been divide into different control areas. The general area controlled by general requirement rulings and the key area controlled by the index and diagram with designing of underground integrated ground. Finally, the index system of regulatory planning of underground space and specialized subject such as transportation, municipal infrastructure etc. of underground space is constructed.

1 研究背景

1.1 城市地下空间利用需求不断增强

随着我国城市化发展逐步深化，城市发展空间进一步拓展，地下空间的开发利用已经成为当今城市发展的重要趋势。近年来重庆主城人口不断增长、交通日渐拥挤，作为一个典型的山地城市，城市空间资源更显紧张，城市地下空间资源的合理开发利用也显得更加重要，这将是城市实现可持续发展的重要途径。

1.2 城市地下空间规划管理需要有效依据

《物权法》规定“建设用地使用权可以在土地

的地表、地上或者地下分别设立”，地下空间使用权《城乡规划法》规定,土已得到法律层面的认可[2]；

地出让的直接依据是控制性详细规划；《重庆市城乡规划条例》提出“制定控制性详细规划应包括地下空间的规划内容”，任何单位和个人利用地下空间进行建设，应符合控制性详细规划并办理规划审批手续和法律法规规定的其他审批手续。

目前我国大部分城市对地下空间的规划管理普遍性问题是地下空间控规编制及技术导则尚不完善，控规中地下空间部分的编制深度不足以作为规划许可依据并指导下一阶段规划设计[3]。在发放规划许可和进行土地招拍挂的过程中，往往面临地下空间部分无据可依的情况。这种情况容易导致重要
