Q1) Can the County explain the SLEB requirements and how it connects to the bid process? A1) As stated in the RFQ, IV. Terms and Conditions, U. County Provisions, 2. Small and

Emerging Locally Owned Business of the RFQ, page 22 of 27, a SLEB is defined as a business “having no more Seven Million dollars ($7,000,000) in average annual gross receipts over the last three (3) years. An emerging business, as defined by the County is one having annual gross receipts of less than one-half (1/2) of the above amount and has been in business less than five (5) years. In order to participate herein, the small or emerging business must also satisfy the locality requirements and be certified by the County as a Small or Emerging, local business.”
